The use of chance to make decisions and determine fates has a long record in human history (including several instances recorded in the Bible). However, lotteries are relatively recent innovations that have gained widespread acceptance. Their popularity in states is usually based on the argument that they are a painless alternative to higher taxes. While this may be true, the fact is that they generate very little public revenue compared to state expenditures.

Moreover, while lottery revenues increase dramatically following their introduction, they quickly level off and, in many cases, decline. This decline is due to the tendency of players to become bored with the games. To combat this tendency, new games are introduced in order to attract a greater number of participants and keep the interest of existing ones.

Lotteries are usually advertised to appeal to a broad cross-section of the population. Nonetheless, certain groups play the lottery at higher rates than others. These include convenience store owners, who benefit from the sale of tickets; lottery suppliers, whose contributions to state political campaigns are often reported; teachers (in states where lottery proceeds are earmarked for education); and, most notably, those in middle-income neighborhoods.

Those who are serious about winning the lottery typically use systems to try to improve their odds of success. One of these is to purchase the most tickets possible, which can improve the chances of winning a large jackpot. Other strategies involve selecting numbers that are ‘hot’ or have been winners in previous drawings. However, Clotfelter points out that playing these numbers won’t necessarily improve the chances of winning because each number has an equal probability of being selected.
